Reform of U.S. Domestic Disaster Recovery policy

Community-based disaster response
We support efforts to improve the U.S. government’s response to disasters in the United States and around the world. In general, short-term disaster response and long-term disaster recovery policies should help people stay as close as possible to their homes, families and communities.

Sphere Project: humanitarian charter and minimum standards for disaster response

The program was created by nongovernmental disaster response organizations. It is based on two core beliefs, both of which are reflected in our own disaster relief policy:

  • All possible steps should be taken to alleviate human suffering arising out of calamity and conflict.
  • Those affected by disaster have a right to life with dignity and therefore a right to assistance.

Federal advisory commission
A high-level federal advisory commission should be created to study and prepare recommendations on U.S. government disaster relief policies. Likewise, state advisory commissions would prepare recommendations on state disaster relief policies. Both groups would make recommendations on disaster preparedness and mechanisms on federal and state levels.
